The SUNPP security system upgrade


A task meeting with participation of representatives of PNNL (Pacific Northwest National Laboratory, USA), "TSM Group" Corporation (Ukraine), State Nuclear Regulatory Inspectorate of Ukraine, management of SE NNEGC "Energoatom" and professionals of the DS "South-Ukraine NPP" was held on January 23-24. The SUNPP security system upgrade project, implementation of which is in progress, was the matter of discussion.

As of today the SUNPP Access Control System is being upgraded within the scope of the specified project: obsolete equipment is replaced, access control points are upgraded (among other things they are equipped with day and night CCTV system). These and other measures will enable to upgrade the SUNPP protected area access control system.

Today the retrofitted part of the system is already in trial operation. Staff badges are being replaced. Equipment of domestic manufacturers is used while upgrading. The upgrade is funded by NNEGC "Energoatom". The next range of works to improve security of the South-Ukraine Nuclear Power Plant is going to be enhancing the physical security of the SUNPP vital areas. Pacific Northwest National Laboratory joined the project at this phase. Within the framework of the International Nuclear Cooperation Program the U.S. side proposed NNEGC "Energoatom" technical assistance consisting in funding of design for the SUNPP Power Units automated physical security system. The design is being developed by professionals of the Ukrainian corporation "TSM Group" in association with the Kharkiv Institute "Energoproekt". For today some parts of the design have been reviewed by SNRIU and positively assessed by expert committee.

During the task meeting at the SUNPP the achieved results and prospects for further cooperation of the United States and Ukraine were discussed. Making comments on the outcome of the meeting Ivan Zhebet, SUNPP Security Deputy General Director, emphasized: "Equipment, automatic devices and software to be used in the process of the SUNPP physical security upgrading are of domestic manufacture. And the system itself is performed by Ukrainians. Our upgrade has been commenced by "TSM Group" Corporation in due time and it is in progress. Regarding the funding by the U.S. Department of Energy implemented by PNNL we are grateful for it and are looking forward to our further cooperation". For his part Richard Latorre, Manager of International Nuclear Cooperation Program Pacific Northwest National Laboratory said at the meeting: "A Nuclear Power Plant is a national treasure. It must be protected at any cost. If we perform our work properly and duly the Ukrainian people will benefit".

Information about SUNPP

SUNPP forms the basis of the South-Ukraine electric power producing complex (EPPC) and is located in south of Ukraine in Mykolaiv region. It satisfies energy demands of the region with population more than 5 million. EPPC includes: South-Ukraine NPP (3 Power Units of 3000 MW total capacity), South-Ukraine NPP, Olexandrivka hydroelectric power plant (HPP) on the river Yuzhny Bug (2 hydropower units of 11.5 MW total capacity) and Tashlyc storage plant (SP) (1st phase is commissioned: 2 hydropower units of 320 MW total capacity in generating conditions; 2nd phase is under construction – hydropower unit No. 3).

The SUNPP was included into SE NNEGC "Energoatom " in 1996 as detached subdivision. DS “SUNPP” has produced more than 480 billion KW/h of electric power over the years of its existence.
